Bogdan has been working as Portfolio manager within Romatsa since 2011. Under this umbrella he coordinated or direct managed several big projects, the most important one was the ATM2015+ Project whose purpose is to implement in Romania the new Air Traffic Management System (ATM2015 + System). Prior to that, he was Director for Project Management and Business Operations at Codecs, PMO Manager at EDATA and Head of Air Traffic Management Supervision Department within Romanian Civil Aeronautical Authority.
Bogdan has a considerable experience in management and strategy development and implementation, both in state-owned and in private companies. As a management consultant he participated in several organizational development projects for companies such as Oracle, Europharm, Romsys, GRIRO SA, Avia Motors, Edata, Rompetrol, Valoris Center, Tenaris Silcotub, China Shipping Romania. For nearly 10 years, he was one of the tutors for the project management course at Codecs.
He is a charter member of the Association for Professional Coaching in Romania and also a member of Project Management Institute – Romania Chapter. He is a result oriented person and he truly believes that empowering others to translate vision into results is the best way to get valuable outcomes.
Topic: “sAgility in big aviation projects”
Synopsis: Air Traffic Management Systems are considered safety related systems and are conventionally developed using traditional approaches like the V-model. As a result of using these methods the life cycle of these projects are very long (7-10 years) and from this point of view the situation is problematic due to the high demand for extra capacity to cover the growth of the number of flights.
In 2050 the overall goal for the European aviation transport system has to be less than one accident per ten million commercial aircraft flights. Under this perspective there is one important challenge: could this goal be achieved through the existing Air Traffic Management Systems or we need new systems, based on modern technologies to be more interoperable and to be transferred in operations as soon as possible?
This presentation contains the challenges encountered in developing an air traffic management system using an agile approach for the system development and validation but which was overlapped on a safety assurance process used for developing a safety related system.
